I connect to ISPs like this:
1. Using Seyon or Minicom, I dial up my ISP and
login as usual, manually typing my login/passwd.
2. When I see a garbage like this:
PPP Ready.

I type this on my command line:
pppd -d defaultroute /dev/modem 38400 crtscts mru 600 mtu 600
that's all.
You never told us what kind of modem you have. Try
to reset it by sending it AT&F and then ATZ, or make
minicom or seyon send this string to your modem
each time you start those applications. Also make sure
that your serial port settings coincide with your modem
jumper settings, use 'setserial' for this. =
