ADSL or Rodger's Wave

I'm going to be leaving my current residence in the next few months, and
with it I lose my nice ethernet link. I don't want to go back to dial-ups
with a 14,400 modem (Yes I can upgrade but I see it as a waist. 2 times
slow is still slow). I'm wondering which is better for my system. ADSL
or Wave?

I have a small 486 dx2 66 running as my router/firewall. It's running
linux and works perfectly well where I live. But I have a static IP
address here, I don't think either Wave or ADSL hand out static IPs.

I've read up on ADSL and Wave and they're insisting on P100s. I think
this is a crock personally, my ethernet is 10 MBits which is at least
twice as fast as ADSL and Wave, and the 486 has no problems.

Is there a bit limit on either of these methods? I don't want to go into
the second week of the month and find out that my limit has been used up.

So what do you people think is the best way to go?
