setserial only adjusts the tty settings to reflect the actual
configuration of the serial port(s). The IRQ is always set through
the system BIOS (if on-board), or by jumper settings on the
IO card.

As someone pointed out, automatic IRQ detection of serial ports is
difficult, so setserial can be used to setup the port if you're using
a 3rd port on IRQ 5, or something, as well as adjusting the speed
setting of the port.
