I don't know when you checked if those directories were there but they
aren't now. Frozen is usually where they keep the beta stuff for final
testing so it makes sense that it would be deleted when 2.0 went to
release. Try using

dists/stable/main dists/stable/non-free dists/stable/contrib

as your list of distributions.
