No, it's not, but it doesn't say what imlementation it is...

-h hostname
specifies a string used for the hostname option
field when dhcpcd sends DHCP messages. Some DHCP
servers require the hostname option field contain­
ing a specific string in the DHCP messages from
clients.

The ISC have this option to, but it might be named something else...
I never got the ISC version to work, for some reason, it would not
accept the IP address it was given... Might have been a user error,
but the Non-ISC was so much easier to get to work, so I didn't delv
into the problem.
