Check the netmask again -- mine on ADSL is 255.255.192.0. My gateway is
209.53.8.254, and both 209.53.0.1 and 209.53.0.17 do DNS and DHCP,
though I actually do my own DNS, so they're only listed as fallbacks.

The gateway is BCTel. The ISP only provides higher level software
services. Any hardware and low level network services is BCTel.

Technically, no. Practically, however, you have to subscribe to an ISP
to order ADSL, and you get the services of one as part of the cost
whether you like it or not. As best I can tell it gives them a billing
and tech support infrastructure, along with the software services.
