More problems with Hypermail.

A couple of highlights (lowlights??) :

Mailers can't seem to make up their mind whether to use
Reply-To:, Reply-to, Message-Id, Message-ID, CC:, Cc: etc.
so I put various strncasecmp instead of strncmp in parse.c,

I had messages arrive (Ya'akov's "junk" followup) with exactly 100 chars
in the subject field, equal to SUBJSTRLEN, causing hypermail to jam. I
think that there wasn't a space allocated to the trailing NUL, so that it
ran into the next field. I think what it really needs is some trap
mechanism to bomb gracefully but that's a bit beyond me in C in a
reasonable timeframe...

Any volunteers to improve it ??

To Do:
Put custom stuff (style sheet, logo) properly in the config file.
Fix it so it's more robust, or at least bombs gracefully and doesn't
hang.
Check the directory locking code.
Handle HTML mail, attachments ... ??
Fix the "'" problem in JavaScript
- in order to give mailto: URLs to browsers but not to spam-collecting
robots, some JS is used. It fails if the subject or name contains
a quote character. The mail address could usefully be split again
at the "@" to further frustrate robots.
