I just want to address this latter point here. You can get a Windoze
compiler for $0: GCC.

Get Gnu-Win32 from http://www.cygnus.com/gnu-win32

You can download a distribution that contains the shell utilities
(including bash) as well as the compiler with libraries and headers.
