You cannot eject a DAT tape without rewinding it; it rewinds
automatically when it receives an eject command. (That's why it
may take a long time to eject if you're using the non-rewinding
device.)
I do have a question about the device name, though: do you really
use st0 (the block device) rather than rst0 (the character device)
for this stuff? Typically under Unix, one uses the latter. Or is
st0 not a block device?
