Time problem

Netscape Mail, rcs, and a couple other apps are convinced that i am on
GMT.. (note the date/time of this message, it's 7:45 right now)
However, KDE and the date command knows i'm PST.

$ date
Thu Jan 21 19:46:53 PST 1999

What's going on here? how can i tell netscape and rcs what timezone i'm
in?
