I would agree that it is one of the factors that slowed 386BSD, but I don't
know if you can call it the biggest, implying that it is the only reason.
There where other factors such as infighting, lack of leadership,
lack of critical mass, developers moving to commercialize it etc.
All of which contributed in some small fashion to 386BSD not taking
off.
But I don't think I would agree that it follows that something slowing
386BSD down immediately gives us the only reason why Linux took off. Apart
from the unencumbered status of the code I think the leadership provided
by Linus was a strong factor in it's success.
