This is the way DHCP is speced to work. It should only ever hand out
your address after your lease has expired (24 hours currently), and
after every other address that has expired before it has been tried.
I've had the same address since last December.
That said, there is the possibility for catastrophic failure: on their
end they could lose the address database, or on my end I could be down
long enough to lose the address. In either case, with static IP, you
still get the same address.
