         Crime & Prosecution in Cyberspace

As a consultant to the firm of D.M. Toddington & Company, which
specializes in the application of information technologies to the law
enforcement and investigative professions, Stephen draws on his experience
as both police officer and lawyer to advise on the myriad of legal
complexities that arise from the detection, investigation and prosecution of
criminal offences in cyberspace.

The growing importance of the Internet to law enforcement is reflected in
the upcoming "PolCyb'99" International Conference on Policing in
Cyberspace here in Vancouver on November 7 - 10, 1999. Stephen will be
participating in that conference and with his experience as investigator,
prosecutor and defender, he is eminently qualified to discuss different
aspects of crime in cyberspace. The ICCA is pleased to welcome his insights
into this important and little known and understood facet of technology and
cyberspace.

Crime in cyberspace has global implications. Its evolution mirrors the rapid
development of the Internet, computing systems and communications
technology. Like the Internet, "cybercrime" spans geographic, political and
economic jurisdictions transparently. How does it affect individuals,
communities, and nations and how can we protect ourselves? How are law
enforcement, judicial, legislative and international bodies challenged and how
are they responding?

Stephen will provide an overview of the rise of cybercrime and the challenges
it presents and offer some suggestions for meeting those challenges with
specific reference to the practical and positive role computer consultants can
play in protecting not only their clients but society at large.
