what you want is one of the new Kenwood true50's

Basically instead of running the platter faster, it has multiple read heads
and it will actually read at 50X almost all the time. Another factor in the
noise is some drives work in CAV(constant angualr velocity) mode and some
CLV(constant linear velocity) mode, one of these is the noisy one, while the
other is probably no worse than your 12x.

If you do mp3's, a good quality faster drive is a must, eg, with my scsi
Plextor 32x, I can digitally rip a full cd in about 3-5 minutes and a single
song in 20-30 seconds, just try that on your 12x drive
;-)

Plus installing large software packages with the drive is a blessing, mind
you if one is using a non scsi drive or not using one of the new Kenwood
truspeed drives, YMMV.
