First off, I'd recommend using a prepatched 2.2.17 kernel over 2.2.16.
UDMA66 and UDMA100 support is still not integrated into the kernel. Patches
can be found in /pub/linux/kernel/people/hedrick directory on
ftp.kernel.org. You should only need the one IDE patch for UDMA66 support.
