I was referring to web hosting. But, the theme can also be
stretched to cover colocation
Colocation generally has a certain maximum amount of bandwidth
included. The amount of included bandwidth can vary but is
generally based on the base rate. An ISP could put a choke on
your access and limit your maximum traffic. Some ISPs manage to
do this more by accident than design but the effect is the same.
In real life I have seen unlimited bandwidth offered to a customer
but a choke was put on the network access.
Porn sites don't scare most ISPs, they just make them pay for
bandwidth. Bulk mailers or spammers are another story. Only
specialized ISPs want anything to do with them as there are just too
many complaints and associated hassles. An example of a
specialized ISP willing to host bulk mailers is media3.net. They
promise a bullet-proof system which can't be taken down and they
ignore all complaints giving the bulk mailer the best service
available;)
