This is actually normal and there is probably nothing funny going on.
Telus must, by CRTC regulation, provide a certain percentage of
their total ADSL ports in each CO to resellers. The resellers then
line-up for the reseller designated ports. I have no idea how the
reseller ports are distributed. I believe it may be on a first-come
first-serve basis but there is nothing to stop a reseller acquiring the
ports and inventorying for their customers or prospective customers
as long as they are willing to pay for them.
In your example there may be reseller ports in the particular CO but
which reseller has the ports. Maybe the resellers were more
successful in selling their ports than Telus.
