On evaluating an ISP, I think my primary requirement is whether I can easily
get someone with root on the telephone in a timely fashion for emergencies.
In that regard I have been spoiled, having always managed to sign up with
small ISPs; I've been lucky to get in to familiar terms with the people who
run my services. Now, of course, I *am* the sysadmin, and I try to be the
same way with our clients. :)
